A small town judge grandstanding. Geez Learned Hand we better get you a couple of reams right away.

The Court cannot refuse filings. If they do another judge who has a real Court and not some municipal speeding ticket, littering, and small claims crapola will tell the to STFU and do their jerbs.

Given that courts can charge filing fees, I'd think that this requirement is legal, although I suppose they may be required to accept payment for necessary paper instead.

Seriously. Especially if they are using laser copy machines/printers because paper condition is very important. You could really break a machine just by using paper that isn't crisp and dry... and I mean DRY. Small amounts of humidity can cause essential parts to rust or paper to sick to the heat rollers. Something as small as a staple can cause $100 of damage; but most copiers are rented under full service contracts.

I have had to pay to personally file documents at the local courthouse. These were fees that grew per page. I accepted that the court was passing the full cost of processing my filings on to me. So the way I read the article, this court is starting to act like a failing business, taking customer payments but not paying their own bills... I say stop doing business with them; let the court go under. Another court will come along that can manage to do business and make a profit.

Well you supply the correct number of copies in Cook County, IL. If you do not have the correct number of copies the clerk might direct you to a photocopier if he or she is in a good mood. The photocopier is something like 50 cents per page.

I do not know about this court's rules and if the judge has the authority to make rules. All in all this story is hardly Farkworthy.

When I file court papers, I am expected to bring one original plus one copy per defendant. I wonder what the paper is for? The article doesn't say.

I wish our courthouse had a public photocopier, even at fifty cents a page.

The article does say: the paper the court must use to generate hearing notices, and for other internal purposes. They're so broke they cannot even pay for that. Perhaps this is solvable by a court rule that says "when you file a lawsuit, you must submit to the court 25 pages of legal-size blank paper," although I don't know if the law would allow them to do that.

One reason (perhaps the only reason) I like litigating in federal court is electronic filing- you use zero paper in court filings, everything is PDF, and the court e-mails you hearing notices and orders. However that would not solve the problem for this municipal court, as they are simply broke; if they had electronic filing, chances are their money woes wouldn't allow them to maintain a database.

You got a point there. Considering the enormous amounts of money PACER generates for the federal courts, it's absurd they have not improved the design.

Same here (Jefferson County, WV). And let me tell you, suing an entire five-person County Commission plus the Assessor's Office can get expensive even as a pro se. (Actually our court saved me a bunch of money by telling me I could serve them as a body. One body = one copy = one sheriff's process-service fee instead of five. But you have to also notify the county PA so I had a copy served on him as well as the Commission and the Assessor, then there were the other two copies -- one for the court to keep, one stamped as filed and returned to me.)

Federal courts require electronic filing. If anyone wants their own hardcopy, they can print it out on their own printer. Maybe Ohio's state courts (where I practice, but mostly in federal court) could get their act together, get electronic filing, and fire half their clerk's office staff like the federal courts did years ago.
