Or they could get cheaper ones^ [directly from the manufacturer] that look more like a regular smoke. Same manufacturer as the ones you linked, different model.

Son, we were willing to overlook the breaking out of jail. The cell smells like urine, we can understand that. Stealing the cigarettes was bad, but y'know, the store owner is an ass and deserves it, keeps calling us about kids take two straws for their Big Gulp. But damnit, son, we can't overlook the no smoking rule.

I used to work for BellSouth as an Inmate Services Tech. We repaired and installed all of the pay phones in the jails in Georgia, including the one in the article.
Funniest thing ever, I went into a pod (a large area with a common area and individual cells) to work on the common area pay phones. I wasn't thinking and has my pack of Marlboro Lights in my pocket. I sweat, you would have thought I was a super model walking thru that place! None of the birds (jailbirds) could take their eyes off of my shirt pocket. I swear one guy was drooling. I kinda miss those days, fun and interesting job, as long as you weren't taken hostage!
