Not always, usually it's simply proper grammar. If you're talking about the party it's "Democratic", if you're talking about a bunch of Democrats, it's not. There is a Democrat majority in Congress, not a "Democratic" majority. "The majority of Congress is Democrat" is proper, "The majority of Congress is Democratics" is not.
