I do worry that stupid people will compare the budget to previous budgets without taking into consideration that pretty much all of the cost of the wars in the middle east wasn't included in previous budgets.

I wouldn't consider most generals to be a part, because they are just doing their service. The commanders I would consider part of the administration though. As for the sub assistants, yeah probably, but I was more thinking of someone the American people have heard of.
