Seems to me that Bush 41 had the same thing happen at the end of his first and final term. I seriously doubt that Presidents intentionally tank an economy. Hell, if it wasn't for the occasional recession, the poverty level would be at 500,000 dollars a year, and a loaf of bread would cost 10,000 dollars.
