Clinton had a "budget surplus," not a surplus. His proposed budget was less than revenues, but was offset by supplimental spending bills, and in the end, Clinton had a deficit every year that he was in office, and every year the debt went up.

Hint: by definition, if the debt goes up, you have a deficit, not a surplus.
