Wow, that man is a general for a reason. This is one of the greatest bureaucratical moves I've ever seen.

He is adapting to his subordinates' behavior and engaging them in a way that will get honest, useful feedback and produce results (he even got the hospital fixed if you read TFA). How many old people do you know that would be this intuitive and adaptive to new social technology?

He can't even get punished for it, because he's not actually revealing anything of major strategic importance. Also, the people who would punish people for this kind of thing have to turn a blind eye to it because he challenges them so well on the site that they would have to acknowledge their shortcomings in even bringing it up.

I know it's just a blog, but man I appreciate a good bureaucrat

I worked in the SGS at Fort Drum under MG David C. Meade, the predecessor to the predecessor to the predecessor to Oates.

That man was a wise man. I was a lowly E-4 and, yet Meade had time for me to gripe. Not only did he have time for me to gripe, he made changes.

Captain Rockwell sounds like he needs to watch the opening to Patton again. In particular, the part where he says, "An army is team, we fight eat and sleep as a team. This individualistic crap is garbage."

In most armies in the world he would be. But the US of A has learned that you listen to the guys on the ground. This is just good management.

Bureaucrat? Pheh... Bureaucrats are top down, managers are bottom up.

Just got back from work so chances are the thread is dead. But most of the time, something like this would get clamped down by higher-ups, because of compartmentalization issues, so its very existence suggests the DoD is, at the very least, supportive of the efforts. A DoD still staffed by Bush appointees.
