What I find "bizarre" is that the RNC who has had their ass handed to them in two election cycles (after discussing a "permanent majority" status after 2004), would consider this to be a good strategy.

This is implying one of two things: 1) He thinks that black people are not part of overall American culture, and somehow Obama has "assimilated" into it. 2) He actually believes that Obama is a Muslim, and Muslims are not part of overall American culture, and somehow Obama has "assimilated" into it.
