Either the Bush Administration saw it coming and tried to stop it, but those evil democrats stopped them and blocked legislation or it's something that nobody saw coming and everybody was completely unprepared for and the Bush Administration is doing the best it can to keep things floating.

That's really the essence of it. If this happened as a result of their policies, then they're cripplingly incompetent. If it "just happened," and, "nobody saw it coming," then...um...they're still pretty much cripplingly incompetent.

It's going to take a very long time to undo the damage done by this administration.
