You may have an internet connection that operates at twice the speed of light, but many of your cofarkers still rely on the trusty old 56k dialup routine. Do them, and the internet in general, a favor and compress your images! (In Photoshop use the "Save For Web" option under the file menu.) Most of the images you post will be between 15-30k. Consider linking rather than displaying an image if it is larger than 70k. Exceptions are made when it's obvious, such as a banner or animated gif contest.

My 2-cents on the animation thing...Used to be we self-governed ourselves,
anything over 100k was really, really frowned upon...the old-timers that taught me how to photoshop here would really flame your ass if you didn't follow the guidelines...So, I learned to try to keep my entries down to a minimum of size.
I'm not against animations completely, but the increased proliferation of them in a PS thread is getting out of hand. We used to have separate animation banner and GIF contests. I'd like to see these happen again.
Call me old-school, dickhead, old fart or just old, I don't care...but I feel PS threads should be mainly for PSed pics of one frame and/or one still frame made up of different pics (kinda cartoon style). Notice I said mainly, I too have posted animations...but I try to limit them to only every now and then.
I also advocate separate "Animate this Pic" threads. I think it would be a fair way to do it. This wouldn't necessarily stop the load time problem, as an "Animate this Pic" thread would load slow. However, it would relieve some of the time on a regular PS thread, plus give animators a completely separate showcase for their work.
But I'm not goin' to loose any sleep over any of it anyway...Believe it or not, I really do have a life...I'm just gonna keep pluggin' along at this like always...Now feel free to flame on if you desire. I grew asbestos skin along time ago...;)

I am on dialup half the time, the other half I Fark from work where we have a T1. Loading photoshop threads from home can be...well, I've learned to go find something else to do while that is happening. When I post my work I do everything I can to get it optimized down to maximum of 80K not so much because it is going to really make a difference for dialups, I do it because I read the FArQ and it says that you should do it, and because it is a more efficient use of resources. Since Drew calls the shots here and he says to optimize your work, that's what I do.
As for 'excuses' for not having a broadband connection: I don't have broadband for a lot of reasons. It's yet another expense, I don't REALLY need it because I don't download hordes of pr0n and warez or play online games, and I have a high-speed at work.
I also think that animations should get their own threads, but only because I find them tedious.

...If I understand your question, you want to know what the FARQ quote means. If that's what you're asking...then...I'll answer thusly:
Many years ago, when Jesus was in pampers, a little web site called Fark started...There were about 1200 or so full time Farkers, I was amongst this lot. The photoshop threads started a year or two down the line. We photoshopped for fun, with no voting. This grew and grew...we had 1, and on real good days, 2 pics to photoshop...sometimes not any for days.
We didn't have as many PS posters as we do today...if there were 30 or more entries it was a real big crowd. Then Fark grew and grew into what you see, and hopefully, love today...
The Photoshop FARQ quote I posted is really from the older days when we actually had "animate this pic" or "make a banner" contests.
I think this quote is a throw back to those times. Exceptions for size were allowed during those threads specifically designated as "animate this" or "make a banner" contests...
