The Amish youth at this age have a period of more relaxed rules and structure that their parents allow them. This lets them 'see the world' and understand what they are going to give up when they decide to become baptized members of the Amish church, because after that, they can't do this sort of thing. Luckily the other person in the vehicle was not probably traveling at high speed. Hitting a horse in a car can kill you, not to mention the death of the horse.

Your google-fu is weak. Headline of TFA says he's from Mercer County, which has one of the largest Amish communities in the country. To say that a Mercer man driving a buggy was Amish would be redundant.

Now, if he wasn't Amish, they would have said so because that would be news.
