That's actually not tails, that's a morning suit. What we think of when we hear "tails" is what is commonly worn with formal white tie attire. As someone who was cultured (or married to someone that was, anyway), Jack would not have worn formal white tie to his inauguration. You wear that at night, not in the morning.
