Spitzer and Craig and the like wrecked their careers with personal shenanigans that had little to do with their offices, but which made it impossible for them to do anything without their personal behavior dominating the conversation. Those same laws were enacted back in the early 1930's, AFTER the stock market crash of 1929, to prevent the same problems that caused the crash of 1929.
