Under Bush's first term the State Dept was ignored or used by Cheney and Rumsfeld to further their warmonger agenda. Condi Rice has been able to bring it back to life a little, of course now the whole administration is a lame duck one and no foreign government is going to listen to anything until Obama and Hillary get in next month.

I've been thinking for a while that we should give 10-20% of the DoD budget to the State Department and charge them with creating massive infrastructure-building aid programs in countries that are friendly, but poor, maybe shifting the main focus to a new country every few years, but helping several to some extent.

Require passing "grades" on reviews of the country's level of participatory democracy and the openness of their society. Make it well-known that our preference is to give big chunks of the pie to countries that make major progress in those areas.

US citizens could take low-paid internship-type positions in the program for a couple of years in exchange for fairly large grants toward college education.

Get allies to go in for part of the cost and send volunteers and workers.

Everyone wins.

She should fill her cabinet with hippies and declare every day "mandatory tampons and chocolate Day."

Then she should shave her pubes, have a good cry, eat some morechocolate and have some more periods.

Next up she should get back in the kitchen and bleed menstrual blood all over the White House portrait of Abe Lincoln.

Then she should have her entire budget go to her thighs while flapping the wings of her menstrual pad, hoping it someday carries her through the glass cieling.

I had a similar idea, with the basis being a "Bureaucracy Corps" of lawyers, secretaries and translators. The idea would be to send those people to countries that are receiving IMF / World Bank / major country aid. Then those people would train people there as bureaucrats to do their jobs efficiently and in a way that would discourage corruption.

So people giving out loans, permits, selling things, etc. through the government would have neutral parties arbitrating the whole process and it would be related to how much money they got. It would also force a bunch of the aid money to go to decent salaried positions for the people of that country and the jobs would be given away based on merit instead of political ties.

The only problem is that the people giving the aid and the people receiving the aid are all a bunch of farkers
