I was referring to the fact that many of the people died due to the fact that they had NO air conditioning at the hospitals.

France is one of the "Big 5" of nuclear power/weapons (Russia, England, China and the US being the other four). It's why they have a permanent seat on the UN Security Council and why all 5 have veto power in that council.

As far as nuclear submarines go they first tried to get the technology from the US (like England did) but were turned down, they then copied the US S5W design (how they got the specs for that plant is not known). Current boats use a design developed by their own engineers.

They already have a fairly decent sized blue water fleet including an aircraft carrier. They probably want a submarine escort for those ships and a diesel or AIP can't keep up (speed-wise) submerged for sustained periods.

For the case against the US using AIP, do some time-distance feasibility calculations. Remember that our closest friendly ports to hot spots such as the Taiwan Strait are Guam and Hawaii.

See what happened when Canada purchased a few UK diesels - they got four SSK's that could barely defend the local area, much less project power.

However, if you're interested in projecting power in a local area (i.e.: Iran/China), AIP is fine.

I highly doubt that they know more. An equal amount would be a much more likely statement, and there's a lot more to building a modern submarine than just the power plant.

TFA isn't really clear on how they're going to transfer the technology. Are they building the boat complete and selling it? Are they only building the power plant to be added to a boat built in Brazil? Are they sending the plans and some advisor's? Just the plans?

Building a safe and capable boat takes a huge industrial investment, not only in machinery and material but also in training people to do the job right and then retaining them. It's why we keep building more nuclear boats, the training and experience doesn't really transfer over well to surface ships so stopping construction loses the knowledge base. They'll go somewhere else to work and lose proficiency in the specific skills needed.

QFT, and an easy parallel can be seen with NASA's inability to "remember" how to get people to the Moon - all the original engineers are dead or senile.
