Interesting in that the big gains for CA come mostly in the cabinet. It would be interesting to see a 20th century survey of which states have produced the most cabinet members under each presidential administration vs. the power that state holds in each chamber. My guess is that there are champion states for each party (Texas under GW Bush, CA under Obama) that have a lot of concentrated power irrespective of size, but related to congressmen from that's state ability to solidify their power through gerrymandering and fund raising.
