Where does it say he was helping the police subdue the shoplifters (two girls)?

It appears he was nearby when the police were trying to arrest the two girls & his cigarette was knocked from his hand in the ensuing struggle.

Either way, the littering charge seems rather draconian. I have to wonder if there was more to the story, or if they really are that unreasonable about littering.

My father in law got a littering ticket in Chili, New York, USA.
His dog pushed his head out the window to see the police officer.
My FIL's cigarette got knocked out of his hand, he got a ticket.
The police had a DWI stop going and hadn't caught anyone, they went with what they had. They are scumsuckers!

While I disagree with the charge in this instance, I would love to see more of your farkers cited for that.

I got a nice little burn hole in the back seat of my convertible when someone tossed a butt out the window while I was driving behind them.

It's also really disgusting to pull up to the intersection at a highway exit and look out and see all the butts tossed out the window there. Don't you have ashtrays? Can't you empty them in a trash can?

Here in PA, we now have a smoking ban in the restaurants/bars, which I am opposed to. I think it should be up to the individual bar owners whether they want to allow smoking in their establishments.

So yes, I'm a non-smoker, but no, I'm not opposed to you doing it. Just be courteous, please, and clean up after yourselves.

My friends from grad school who lived in developing countries just expect grasping bullying hypocrite behavior from anyone with a uniform and badge. They are mystified by "support the badge" talk among us Americans.

Here in the States, we can be neatly divided into those who support cops and those who have had the misfortune of meeting one.

At least Vic Mackey was competent.

Some day a braver person than I will do a study of felonies committed (not just reported) per capita for cops vs. the population as a whole. I'm guessing it's about 20:1.

I take it you didn't read the article. The same assholes who issued the fine were the ones that knocked the cigarette out of the old man's hands. He didn't drop it. They should issue the fine to the police who brutalized the guy.
