It makes great chase footage for COPS: Melbourne. Nah. It seems that usage of a police helicopter is unjustified in almost all instances I have heard or seen.

The aerial unit is advantageous to get a bird's-eye view of the situation in order to coordinate ground units.

The wikipedia article does not seem to agree completely with what you suggest. I should point out that I grew up in town with a significant Lebanese/Syrian population and I tend to sympathize with their former countrymen unless given a strong reason not to.
