it sounds like this isn't a detour, but rather somewhere to put cars while they wait four hours for the freeway to reopen, as opposed to making the road itself into a parking lot.

Hmm..why not just make the northbound one lane and route the southbound over there? It's pretty flat around Primm too...just drive out into the desert around it. We drove in the open field to get to Prim once due to an accident on southbound I-15.

That means NHP will stop southbound traffic at Primm and have drivers exit there until the road has been reopened.
