This is not a new idea - the more common and realistic approach is to use a pool as an existing structure/foundation to get permits to build. As a Sustainable approach, it works well for limiting concrete consumption.

1) drain the pool. turn it into MIL apartment.
2) mother in-law moves in.
3) fill it while she's asleep.

As a former licensed architect (Washington state: 1989 - 1997), and long-time AEC professional, I have heard and seen a lot of goofy ideas floated out, but this ranks up there in the top 5 dumbest I've ever heard.

I hope the put some general plans up for people to look at, since they have to have SOME way of not letting the RAIN fill it up again.

I could see filing in 1/2 of it and using it for foundation/basement, and the rest (small end) for the garden unless you were to fill the whole pool up to the top
