It seems that way. At my former job we had a "police force". They could patrol the facility but no where else. If something happened in town they couldn't get involved because they weren't recognized. One day the "chief" tried to pull me over on the highway for speeding, another day he wrote me a ticket for parking in a no parking zone - off campus. They finally canned him for something totally unrelated.

Then there is the resource office who visits our workplace to talk about crime, etc. Nice as can be, he'll even buy the first round.

I've known quite a few cops. Some I disagree with, some I don't like. Not one I am worried about because they have a badge and a gun.

On the other hand, I don't live in an area where the cop and the judge are family, where 'being educated' means you made it through grade 8, or the town coffers depend on traffic fines to stay in the black.
