I think that got voted down or not on the ballot. I heard someone here, (in SF where the idea was put forth), that if you did that:

a) in 100 years, people may think George W. Bush was a great man who is to thank for our clean water supply
b)Water treatment is a dirty job, but someone has to do it, and we're all glad when they do. How'd you like to go to work at the GW Bush plant?
c)Water treatment is a positive thing for America

A friend of mine also pointed out that the modern facility does a good job, and thus shouldn't be appropriate for that reason.
