Yeah, there does seem to be a kind of 'vindictive bastard' vibe from Bush. After his illegal alien reform bill got tanked by the rank and file he got pretty mean towards everyone there for a bit. I could see him doing something petty on the way out the door.

What does it matter to this administration? If they don't like laws, they just invent new ones. They changed "torture" to mean anything that doesn't cause organ failure and death. They threw out the Geneva Conventions. No one has any power over the US because it still is the global hegemony.

It's not so much that they're unConstitutional, as that they're legally meaningless. The Courts don't have to give them any effect, and I don't think they will. But this doesn't really relate to executive orders.

It would prevent anyone in the US from prosecuting them. However, if Bush officials travel abroad, they (in theory) could find themselves in a Pinochet-like situation.
