Honestly, to think terrorists need to use twitter forgets that well, they don't. They seem to do just fine at their goals, without. The closest thing to some magical terrorism threat is using cell phones that are triggered by a message to trigger a plastic explosive in tandem/multiple locations. However, this can be done without twitter. whooops!

Actually, you wouldn't believe the amount of chatter and stuff that does pop up. It's pretty astounding. The sheer volume of it makes it a pain in the ass to filter out trashtalk and real threats.

One is using low-tech simplistic tools to accomplish a set goal.
The other is getting all over complicated and increasing the odds that the chain of communication will break. Reliance on 3rd party tools in as much as a roundabout way as possible? Freaking FAIL!

In other news, terrorists could use encrypted VOIP tunneled through Tor to defeat pretty much any snooping system out there unless you can control one end of the communication.

In fact, it pretty much always boils down to two options: you either catch the stupid terrorists, or you need to control one end of the communication channel, which means you have to have already identified one of the terrorists.

The military is particularly paranoid about new information/communication "systems" until they understand the dynamics of the system. The red team (OPFOR) was trying game out how twitter can be used, they didn't say that's what terrorist will be using. The Military is just trying to wrap its head around emerging technologies to see how they can be leveraged.

Some shiat may seem far fetched other stuff not so much. Take blogs for example. Lots of goodies in blogs: pictures of faces locations, equipment etc... and of course a lots of griping, pissing and moaning common amongst all soldiers from an E1 to 4 Star. All it is information information that can be used to vector social engineering attacks or real physical attacks etc...
