Personally, I believe that's no one's business.

It's VERY different when it's a subordinate though. That just screams unethical. Raises, promotions, choice assignments? How would you like to work with a peer that you know is nailing your boss, especially in these economic conditions? If he has to make a staff cut, you think he's gonna cut himself off from getting it on a regular basis?
