I re-read the linked article and I'm willing to retract my comments if the Canadian politician was referring to military deserters. I read it as referring to non-military people leaving the United States to live in Canada. If he is referring to the military, then you are correct. They should stay and follow military procedures for conscious objection.

I agree with this, actually. I oppose the war, but the United States currently has a volunteer army. Enlisting is a choice. It would be a different situation if there was a draft for the war in Iraq. In that case, I would welcome draft dodgers to come to Canada, just like Canadians did for draft dodgers from the war in Vietnam. (And, I would hope our government would no longer see the United States as a "Safe Third Country".)

A draft would change the situation a bit, but not as much as you'd think. I'd still refuse to fight if I were drafed, and I would organize others to resist as well. But in today's society, we have a volunteer military. Part of enlisting means knowing that you might have to follow orders from a slobbering idiot sitting in the white house. The easy way to avoid being in that situation is to not enlist in the first place.

I dunno...back in my day I think enlisting in the Navy was the smartest thing I ever did. But with what's going on these days, I'm not so sure that's still the case. Not that the military or it's leaders are wrong or bad, but it's just that I don't think we can trust our civilian leaders to behave themselves when it comes to the use of military force.
