These idiots are always cruising around on two-lane residential roads at 5mph below the speed limit, never using their turn signals, wobbling from side-to-side in the lane ...

And it's usually some old pussy-whipped retiree taking his wife's yipping crotch rat out for some fresh air. The wonder is that these "men" never come home empty handed and say, "Oh, sorry dear, he just jumped out."

It's about FSM-damned time. I hate seeing these idiots cruising around with some farking rat-dog in their laps. They're almost as big a menace as drunk drivers. Not to mention that I'm an animal lover and would hate to see the damage to a dog getting squashed between an air bag and some fat lady's titties (tee-hee!).

It's hard to keep the lap dogs out of the lap, they are magnetized to it. Its when you try to peel them off of you that you nearly careen into a line of schoolchildren waiting to get on the bus.
If they aren't in your lap they are under your break pedal. Works like a nutcracker...
At any rate, I always wondered if it would be better, or worse, than an airbag... I say let em drive with 'em until we see some fatalities. Poodle shaped indentations in the chest cavity makes me giggle.

Such a dog would almost certainly die in an airbag deployment, when it might have survived somewhere else in the vehicle.

I'm guessing it would increase the risk of injury to the driver, as well.

Of course, I've never had a yappy little mutt small enough to sit on my lap. Nor have I ever had a dog so anxiety-ridden that I couldn't leave it alone for a while. So maybe I just don't understand the problem.

Ferrets, descented and bathed occasionally, are awesome pets. They're like dogs, but much more energy and extra cuddly.

Each of the things you mentioned (aside from "below the (maximum) speed limit") are illegal and should be prosecuted. There are also folks who have a critter on their laps who drive well.

They sell harnesses and seat belts for dogs. If they really care about their pets, they would invest in the $20 to keep them safe.

/have seen a few dogs come in after a "fender-bender", severely injured.

Exactly! Real animal lovers know this and won't ride around with their pet on their lap while driving. If they get in an accident and that airbag goes off your pet will more than likely be killed, if not then severely injured.

Yes it does. I walk my goat through Manhattan, also. People stare at me strangely, but I just tell them I'm trying to imitate celebrities who drive with animals, thinking they're actually people. :D

Whether you think the law is a good idea or not...

I don't think the Gov gets his role here. In California the Governor's only job is to stop laws that have a problem. If the people (the legislature) want a law, even a trivial one, he signs it unless he has a problem with it.

He can't veto something because it isn't important enough. Note he didn't say there was a problem with it. Maybe the legislature could be writing more important legislation but just because there are more important things doesn't mean he gets to stop doing his job.

This is really stupid, and comes on the heels of a texting ban and hand-held cell phone ban. In my mind all of these should be considered reckless driving if the cop can observe that it impairs the drivers ability to drive safely. I am guessing that the cops are calling for these laws so it is easier to argue their case - otherwise the judge has to make a determination and that leads to inconsistency. I think it is unfortunate, but I will be happy to see people driving irresponsibly get nailed - finally.

Good for Arnie. Like we need more farking laws, when there are plenty of traffic laws that already cover dangerous driving. I was behind someone the other day with a hyperactive lap dog, and the guy hit the shoulder two or three times in the 2 minutes I was behind him. Pull him over and charge him with careless driving, not a $35 ticket for having a pet in his lap. I used to drive with my cat on my lap when I went to visit my folks, and he would settle down and fall asleep for the whole trip, so he was no more danger to my driving than a 10lb bag of flour. Versus when I put him in a cage he would be pacing and yowling for the whole 3 hours... far more distracting to me.

If you think it's okay to drive while using a cellphone with a cat in your lap, you shouldn't really be allowed to use a car.

I dunno...Kids at least don't lean out the window with their paws on the steering wheel with their ears flapping and tongue lolling in the breeze. And a kid will usually crawl into the back seat when you snap, "Mommy can't see!" whereas Fido will lick your face when you're trying to merge onto the 10 between two semi's driving 90 mph and an SUV full of soccer brats going 15 because soccer mom is yapping on her cell phone.

Before I landed full time employment I used to be a sign spinner and used to see all kinds of people driving with these lap dogs practically hanging out the window. I really used to fear for the dogs as they could fall out the window at any moment. One bump in the road and fluffy was a grease spot on the road.

My first adult dog was a Pomeranian, he was a wonderful dog, not the stereotypical Pom but he was wired for sound as a co-worker of mine put it and wound bounce around the inside of the car while I was trying to drive. He almost made we swerve a couple of times. I was working at a pet store at the time and came in biatching about one of those times. The owner suggested next time he tried to crawl in my lap to basically smack him with my arm into the passenger seat because it was safer than having an accident and having him go through the windshield. Next time he did that to me I gave him flying lesson.

Was the last time he ever tried to crawl into my lap while driving. Problem solved.

Solution: Put the animal into an animal carrier while you're driving, and put the carrier in the back seat. Turn up the stereo if they start barking. Simple, efficient, elegant, and you aren't endangering your life, your pets life, or all the other people who share the road with you. Oh, and have the cops pull over people and fine them if they're driving with animals in their laps, it's as much of a distraction as a cell phone. They're pets, not people, and they don't have to share every waking moment with you.
