My brother drives one, they're a neat car but they're not exactly that great a 4x4. His is always getting stuck in the snow.

I'm going to go out on a crazy limb here, but I'm pretty sure with a strong Euro and probably a very good deal given by the car mfg to various publiic agencies/governments, so it probably a fairly decent deal for the German city.
