You're wrong. McCain's campaign is on public-financing, but the party itself is not. So if the party paid for it, rather than the campaign, it's not paid for by taxpayers.

And even if the campaign paid for it, McCain is limited in what he can spend by public financing laws, so it just takes away from what he would have otherwise spent on advertising. It doesn't cost the public any additional money.

This is a non-story. Palin's stance on the plane was that it was a waste of taxpayer money for the Governor of Alaska, not that planes are inherently a waste of money. This, at worst, is a waste of either finite public financing money by the campaign, or a waste of donations to the GOP. It's a different issue, and it's distracting us from the real issues.
