(The New York Times) Interesting Congressman Charles Rangel received $75,000 from the rental of his vacation home that he didn't report to the IRS. Guess he didn't learn much about taxes from being chairman of the House committee that actually creates taxes   (nytimes.com) divider line 64

Mr. Davis said the congressman did not realize he had to declare the money as income, and was unaware of the semiannual payments from the resort because his wife, Alma, handled the family finances and conferred with their accountant, John Viardi, on tax matters.

While Rangel is ultimately responsible, it sounds like Mr. Viardi also has some 'splainin' to do.

Too bad that's based in myth. The Army is around 12.5% black. about the same as the nations demographics. Black recruitment has dropped over one third since the war began, so blacks are not joining the military more than whites. Rangel just wants some face time on the tube by being controversial.

And has FOUR rent-stabilized apartments in Harlem while his district's citizens are being priced out of the area.

(He did drop ONE of them when it was proven to be clearly and solely for office use!)

Rent-stabilization is meant to provide affordable apartments to residents, for A place to LIVE.

/Rent stabilization is rent welfare, but since the landlord is the one who covers it it's not official state welfare

I have never understood how exercising the powers of the executive branch of government is subverting the constitution.

When the democratic controlled congress is able to prove that he has done something illegal, that is a different matter - but so far they haven't.

I suppose you would rather that the executive branch just rolled over everytime the legislative branch barked.

This, to me, is worse than the tax thing. The article stated that he is not subject to federal tax on the rental income, however he is subject to NYS tax and NYC tax. The tax code is complex enough that this type of thing can happen (deductible for fed tax but not for state), although I would have expected his accountant to catch this.

The rent stabilized apartment issue is worse, IMO. Why would he have four apartments? Why would he need them rent stabilized? Agreed with you overall opinion on rent stabilization, and the fact that a guy like Rangel can get below market rent just proves how ridiculous the system is.

Rangel rents four apartments with all units rent control, so his monthly payments are well below market rates. And he says people in his district expect him to drive a nice car, why if course is paid for by the tax payer.

Here's what the GOP needs to do about Rangel.

They're not going to actually beat Democrats in districts like Rangel's, but what they should at least be doing is picking out all the districts in swing states that are represented by blowhard liberals who usually run essentially unopposed and whose idiocy usually winds up underneath the radar because they're not quite as batshiat insane as a Cynthia McKinney. Find some feisty small-town mayors to run against the blowhards - although in Rangel's district they'll probably need to find a community organizer. (Oh, the irony.)

These candidates will be taking one for the team. They don't have a shot at winning, but the press can't resist a good David-vs-Goliath story and as a group they'll get way more free publicity than they would if they ran their usual campaigns.

So run somebody against Sheila Jackson Lee. Run somebody against Kucinich, against Rangel, Corrine Brown, Dollar Bill Jefferson, Patrick Kennedy, and so forth.

Most of these districts are in lousy shape. McCain can point out that these districts are suffering because of the corruption that inevitably comes with one-party rule, and one-party rule is what they'll get if Obama's elected.

I think what Doc was referring to was the fact that primarily red states are the beneficiaries of federal government spending in excess of their contribution to tax revenues, whereas states like New York, Connecticut, Massachusetts and New Jersey pay much more in taxes than they receive in govenment spending.

Thus, red states are on welfare funded by blue states.

What is good for the goose...."insensitive to the appearance of impropriety."

Independent Counsel James C. McKay investigated the Attorney General Ed. Meese for his failure to file an income tax return on capital gains. McKay did conclude, however, that Meese may have been "insensitive to the appearance of impropriety."

Following the filing of McKay's 830-page report, Meese announced his resignation.

So Mr. Rangel when can we expect your resignation?

Filing the Articles of Impeachment is impossible due to the balance of power in Congress. Republicans can and will vote against them in the interest of party unity.

Ergo, your assertion that impropriety exists so long as it meets this condition is baseless. A decoy to distract from the fact that Bush HAS overstepped his boundaries and engaged in acts that violate the seperation of powers in varying degrees.

Just a small example, but Bush has violated the supremacy clause of the Constitution through his detention of persons in Gitmo. The clause clearly states that international accords override American law. His treatment of persons in the camp is a clear violation of the terms of the Geneva Accords III and IV.

Feel free to read the Treaties, both are available online, and see for yourself.
