Well, it's one of the most rural counties in the country - make of that what you will. The Norfolk Broads and the North Norfolk Coast are very pretty though:

They are told to be "polite and courteous", dress "appropriately", and not keep their hands in their pockets.


This doesn't really strike me as modern. Politeness and courteousness have existed since nearly forever. "Appropriate" dress seems to be an umbrella under which old and conservative people hide their perceptions, while being an enormously subjective term. And hands in the pockets? That's just retarded, either way.

I am not really going to argue either way about the "inappropriate" tattoos (who decides?) and the piercings (I'm sure you could get them places technically not listed and make a case), but to file all this under "modern" seems a bit anachronistic.
