For whatever it's worth, he is a good mayor, and unlike a presidential position mayorship is far less subject to abuse (far less than senatorship anyway). Perhaps term limits should be ended for mayors.

Is he trying to circumvent the law? Is he looking for some loophole?

Term limits are stupid, anyway. Incumbency is too powerful in this country, but term limits kick out the guys who are good as well as the guys who are mediocre or bad.

How do we explain to these guys that incumbency is a bad thing? Democracy is about interfacing with the people, not about sucking up to them and then trying your best to fix what you can. If he doesn't want term limits he can go join the damned Congress, where failure is no excuse for losing your seat.

More to the point: Democracy is about making sure that neither the presence nor absence of a single man ever becomes absolutely necessary.

To be fair, one could make a strong case on George Washington being an exception to that... where both his presence and absence were necessary at different times.
