So he: stole Miller Lite, got on a bus to make his escape, stole Miller Lite again from the same store and the same clerk, waited at the same bus stop for the same bus to make his escape again, got caught, got released; so, I'm assuming, he can steal Miller Lite from the same store and the same clerk for the third time, wait at the same bus stop for the same bus to escape again, and get busted by the same cops for the second time, get released, rinse and repeat.

Only now, he'll have his third misdemeanor, which equals a felony, and they can toss his ass in the can for a couple of years. That's a lot of work for all involved. Can't he just use a gun?

He's probably done this dozens of times and is just now having a string of bad luck.

Nah, this happened in Basalt (Pitkin County, same county as Aspen). The sheriff woulda just followed him. What he should have done was caught that getaway bus the other way to Glenwood Springs (Garfield County) and waited for the getaway train.
