20kmph is ridiculously slow. That's like my morning average commute speed on the way to work when I'm half-awake and pedaling with one eye open, assuming an average number of red stoplights (roughly 12 out of 22 on my commute).

I'm okay with this, especially if the state starts charging license and registration fees based on weight to account for wear and tear on the roads. :)

Besides, if the state starts taking bicycles seriously it might finally get the APD bike cops off the sidewalk and riding with traffic for once.

I am too, provided I am treated with the same privilege as a motorist. Here in the UK it's a joke. We basically have no rights so if being taxed will afford me parity with drivers then I am fine with that.
