I know you guys don't really want a serious answer, but I kind of like the kid, in an older brother/kid sister sort of way, so I feel the need to defend her.

Keep in mind that while she is growing up much of her fanbase gets replenished at the bottom of the age range, just like parents are still introducing their kids to the Olsen twins' movies they did right after full house.
So their parents need her to be the Hannah Montana she was when she was 12. And Disney needs her to act that way too. But that stifles the normal exploration of her sexuality. You can't stop puberty. It has to be addressed somewhere.
If this was an of-age woman providing pictures to her boyfriend who is a soldier in IRAQ, you wouldn't think twice about it. How can Miley have a relationship with a guy as popular as she is (The Jonas kid) when their schedules are too busy to cross? The same way a woman keeps her soldier boyfriend interested...a few teasing photos.
