Looks like they're using a Circa 1985 Mac. I remember a few police dept bought those with a 'clip art' package of different facial features.

It's called stippling. But by looking at the text, I think the original drawing was shrunk down quite a bit.

Or the person scanning the drawing was using the 'fail' setting.

I do think that the core of Pointillism is the appearance of multiple blended colors from tiny dots of primary colors. I think that when an artist uses monochromatic dots in ink like this, the correct term is "stippling."

What your seeing is image degradation, not pointillism.
That said, pointillism/stippling is an excellent, fast drawing technique in the right hands.

SO this. As sketch artist, I'm getting a really big kick...I've had plenty detectives fark up my work like that when I was naive enough to let them...

They aren't useless. The point is that they are a sketch as opposed to a portrait. They are meant to be vague images of a suspect. The purpose is to be able to weed out characteristics as opposed to tell you, "THIS is what he/she looks like." It just serves as one of many leads.

Looks like it was done in vine charcoal on bienfang canvas paper -- Which was placed over a texture plate of some kind. No scanner could do that badly, no matter how inexpertly handled.
