Theoretically. . . yes.

However, the US Coast Guard can stop any vessel with US registry anywhere in the world, and in the interests of stopping "piracy", "smugglers" and "drugs" the US government has arranged for permission from the governments of most countries in the world for the USCG to stop their ships anywhere in the world.

Even if you're in international waters you can be legally stopped if the ship that's stopping you has the permission of the government that your ship is registered out of, and the US has gone to great lengths to get permission for their patrol and warships to do just that for a pretty long list of countries.
