Oh yeah. It can. And government printing is done on the cheap. Cheap ink. Cheap crappy paper, but you still have to pay the labor for the printing, bindery, packaging, shipping. Shipping of the paper in the first place. All that. That bill adds up FAST and HIGH.

We have gypsies here in the states, knew a family of them in California. Palm readers, fences, con-men and thieves, the whole family. At one point they had many million's of dollars in food stamps, i was told it was stolen from a train car. Tried to pay me in said food stamps for services rendered, uh no!?
Also almost bought a Rolls Royce from the leader, he lived in a trailer park, in a house..?
Was a good deal too, $13,000 dollars, thats why i did not touch it...damn gypsies, it probably would have stated in the night and went back to them, or was filled with little gypsies who would come out and rob me blind, then take the car back to them..
Which ever, i knew it would end up back in their hands in the end, with me tied up somewhere and all my stuff gone.

C'mon people! Any government expenditure can be justified when you break it down to the per-person cost. There are 60,000 in the UK. That means roughly 0.25 cents per person. That's nothing!

It's amazing what you can get away with spending money on in government if you word it the right way.

Read the article, and was left wondering why in the heck they thought telling kids Elvis and Charlie Chaplain and Rita Hayworth were gypsies would help kids to be more inclusive of gypsies... kids today have no idea who those people are.
