The way I see it is that the fashion industry needs to sell things. To sell things, people need to want things. By choosing models with features most people around the world don't have, such as blue eyes and pale skin, they can cause more people to want to look like that and therefore buy stuff.

They want people with a medium skin tones, either tanned Caucasians or light skinned Africans. Same with other races. If you're too far on either extreme, you're too hard to photograph unless you're in a group of like skinned people. You also need skin albedo not too far off the clothes' albedo or they too won't show up correctly.

Ever seen the TV show Homicide? Ever seen a shot with both Yaphet Kotto and Ned Beatty in the same frame? Either Yaphet is almost totally black and you can't see his expressions, or Ned is totally washed out and you can't see his expressions. There's no exposure that works for both at the same time :P
