The JIC aren't spies. They're civil servants - bureaucrats. They read the reports and condense them for the government. They're also the ones partly responsible for the Iraq dossier which convinced the country to go into Iraq (with suitable embellishments from the government).

That said, he probably pissed off the Russians.
