Start from the top and work your way down. Like you'd demolish any high structure in an area where explosives may be a bad idea.

While I get your point, there's one small problem with your thinking.

There's two main ways to take down smoke stacks. Some type of wrecking ball or hydraulic hammer, or explosives.

But when you drill out the base of a smoke stack, odds are, you'll be using a jack leg. Which is... A jack hammer with an adjustable leg for drilling sideways.

They're cool with explosives in the Twin Cities. When I lived there they did a couple of building implosions live on the six o'clock news. One was an old hotel with a huge sign on top of it. It ended up a pile of rubble with the sign intact on top of it.
