TB is found in overcrowded populations (prisons) and those with poor health care (in the case of the US, migrant farmworkers; and according to TFA, alcoholics and drug addicts).

I work in classroom situations with migrant farm workers and twice have been exposed to a student with TB.

The UK has prison populations, and they can carry it out to the general population, where it gets passed around.
