You can't kill other leaders. The only exception is if you can get the UN to condemn them or they are caught doing drug business with someone else. We made this rule after Kennedy tried to kill Castro on the advice of his neo-cons. Since Castro hadn't broken any international laws per se, he was within his rights to retaliate and he did, quite effectively. Since then we have called off the dogs.
