I won't be surprised if this particular topic is revisited again by the Congress and Obama Administration next year. (Even if it'd be McCain administration, they may be forced to look into this.)

Isn't NASA's budget pretty small anyway?

I guess it's easier to take money from NASA than to force a more vital but inefficient body to streamline itself.

Hell, I could have told you that as soon as they came up with the plan. A NASA project as big as the replacement of the shuttle fleet is doomed to delay in funding hell for a long time. 5 years downtime was a ridiculous goal even if we had an overwhelmingly pro-NASA legislature.
