He does seem to take a lighter attitude to the subject than one would expect, but his point has merit. Of course, that was a highly edited piece, so I don't know if he was glossing over the actual torture to make the point that "panties on the head" doesn't count as such, but I'll break it down for him:

Panties on head - Not torture
Waterboarding - Torture
Calling someone's mother names - Not Torture
Electroshock - Torture

See? Wasn't that easy?

If you focus on the most minor aspects of the abuse, then sure it's no big deal. Of course in order to do so you have to deliberately ignore the actual abuses.

Laughing about "panties on the head" is a great way of avoiding the subject of "waterboarding" or "beatings" or "handing people over to the Egyptians or the Syrians with a go-ahead-and-do-what-you-want nod and wink" or "that guy at Abu Ghriab who got beat to death and put on-ice for a few days until they could figure out what to do with him" or Maher Arar or child soldiers captured and held in violation of international law or....

The reason that it doesn't work... here's a secret from Vietnam that the chickenhawks don't tell you about. They can't know about... cause they never did it themselves.
