This actually makes sense. I know a recovering addict that lives with a high level of back pain because he refuses to take home a bottle of pain pills. I'm sure he would love to be able to afford to check into a rehab and undergo surgery/therapy under the supervision of addiction recovery specialists.

Definitely looks like he's hinting at pain pill addiction. Why not just say it? There's no shame in it.

I saw this in the news this morning and thought 2 things:

Only a person on drugs would say such a thing and think that it makes sense.

and

You have to be ON drugs to get into rehab.
It's not a preventative treatment plan.
