Because you have to justify your budget increases and additional equipment and training purchased.

If your APCs are sitting there shelved and you're not engaging in MOUT operations, you're going to get your funding pulled.

Plus, a lot of the guys that go into these units really get off on the adrenaline from those types of operations.

Actually, I don't even think the Fed bothers to explain why cannabis is illegal. They just wave a bunch of papers around, say that they've got the authority to arrest people no matter what, and lock you up.

You'd figure that all the scientific studies indicating otherwise would have some sort of impact on the law....but science and law don't often ride in the same bus.

He is indeed calling the DEA out on their misguided approach to drug enforcement policy. It does not make much sense to spend exorbitant amounts on "paramilitary style raids" against licensed individuals, and to force forfeiture of assets related to selling the product, including real estate, vehicles, computers, etc.

Seriously, people go to PMITA prison for marijuana use. Then they get raped, and when released go on to be incredibly unproductive members of society. It's cheaper and more effective to NOT arrest or prosecute.

And would open himself up to impeachment for refusing to enforce the laws passed by the peoples elected representatives (the very people that would preside over his impeachment at that). He doesnt have the authority to change laws. He DOES have the authority to pardon people though. So let me know when he says he will issue a blanket pardon to anyone charged/convicted of marijuana offenses.

The laws have already been signed. He could only make a signing statement if the law was passed by congress then sent to him to sign into law (or veto) during his presidency.
