I am vehemently against littering. Yes you fukking smokers, cigarette butts are litter.

However an apple core is biodegradable and is the least harmful to the environment. They break down pretty quick.

I actually got a talking-to from a cop for flicking ash (Brisbane, Australia). Kept smoking and flicking ash while he was talking to me, though.

I'm considerate and never flick a stub, but WTF.

I'd agree if it wasn't in a public place but those buggers can be slippery if you don't spot them. Grape pips I'd say were ok.

Well come on, they're officially advised to run away from potentially dangerous incidents, which kind of cuts down on the things for them to do as "police" officers. Their targets are probably limited to this and jay-walking these days.

Anyone else see the story about the police force which was told to stop registering smashed car windows as vandalism? Those bobbies crack me up sometimes...

At best, they're trained animals who have learned to function in a human-like manner, but do not understand any of the things they say or do. They are mimics, lacking in self-awareness, whose minds are simple association databases of actions for situations.

Littering is the sub-human equivalent of an animal shiatting when the need arises, where ever it happens to be standing at the time. The good news is that these creatures are malleable, and can be housebroken. When they associate the behavior with punishment, they will stop doing it. This pseudo-man had his nose rubbed in it, and while he may whine and sulk about it, he won't do it again.

How do you know? Were you there? Is there any evidence that he littered other than the word of the police officer? With all the documented cases of unwarranted harassment by law enforcement officers on the web, you think there's no chance the officer could have made it up?

The on the spot fine thing is messed up. It's a recipe for abuse of power without oversight.

True. But can you imagine how much healthier society would be if an overabundance of discarded apple cores was actually a problem?

If people were addicted to apples, I'll be the hospitals would be less full. the money saved could be used to hire the unemployable to pick up the cores.

That seems like a nice scam. The cops get money on the spot, there's no way to dispute the allegations, and likely poor accounting of the money.

Personally, I think it's likely that he did drop it.
But with officers like this guy (new window) running around, I think its entirely possible that the core was lying there, and the officer decided to pick some guy walking by it and fine him.

A system where you pay a fine on the spot or go to jail, for littering, without any defense recourse is a deeply flawed one.

Only humans can litter. The question then is "Could this object have conceivably found its way to the ground without humans existing on this planet?" In the case of the apple core, yes. It is easily to conceive of an animal eating an apple and dropping it. Conclusion: Epic fail for the wanker policeman.
