You do realize she is not wearing an actual flag, don't you?
(Note the stars of various sizes, and excessive number of stripes.) She's essentially dressed in flag-themed bunting, a staple of every political event this year. Also, the flag guidelines are guidelines. They do not carry the force of law.

Respect the flag, yes, but don't call out a model for her ersatz Wonder Woman getup.
