Remove all Republicans: Well, since Somalia has basically been in anarchy for over a decade, that would be hard to do. However I would love to see more pirates on the high seas.

Iraq is practically landlocked save for one very small port. And that port leads into one of the most militarized bodies of water on the planet. I doubt Iraq would be putting out too many Jolly Rogers.
